Successful implementation of the Rural Health Transformation Program (RHTP) will require moving beyond basic financial monitoring of delivery partners
More than an administrative detail
The broad mandate of the RHTP means that implementation will involve a diverse range of delivery partners and use categories. That, coupled with its performance-based funding model, will demand a more proactive way of managing the subrecipient ecosystem. Instead of the traditional approach, which often defaults to oversight and documentation of financial transactions, states should consider one that fosters capacity building, goal setting, performance coaching, and the management of policy objectives and financial risks.
In this paper, we discuss how states can utilize a Subrecipient Ecosystem Stewardship Model to better empower their delivery partners and meet shared performance goals.
