3 steps for enhancing disaster response and recovery amid an intensifying hurricane season

State and Local Government Disaster Management

With hurricane season off to an aggressive start, experts have already increased their storm forecast for this hurricane season.1 While this is just a projection, in recent years we have seen storms continue to intensify and set new records, including a consistent decade-over-decade increase in the rate of disasters with a toll of $1B.2 Confronted with these mounting challenges, state and local governments and other organizations have the opportunity to bolster their readiness and reduce the time it takes to respond and recover by implementing programmatic measures.

Setting a strong foundation

Having well-defined plans, protocols, and innovative practices in place form the foundation of an effective and efficient response, while minimizing potential risks and helping drive a smooth recovery process. Summarized below are three initial steps to setting a strong foundation:

Regularly test response and recovery plans. Plans should continuously be revised and updated based on prior year experiences, lessons learned, and human resource constraints. These plans should specify the actions that need to be taken during various stages of response and recovery. Plans should also outline the roles and responsibilities of different stakeholders involved, establish communication channels, and detail resources required. Key objectives should aid in organizing efforts, ensuring everyone is clear on expectations and actions, and facilitating coordination between various teams.

Establish well-defined protocols to maintain consistency and uniformity throughout the response and recovery life cycle. Establish protocols that describe and set step-by-step procedures and guidelines that should be followed to achieve desired outcomes. For example, protocols might dictate the sequence of activities to be carried out during a certain aspect within the plan or outline the criteria for determining resource allocation. These protocols provide a standardized framework that promotes efficient decision-making, reduces confusion, and enhances overall coordination. This also provides a framework to elevate and guide staff in the event of turnover or unexpected role changes.

Embrace industry leading practices for continuous improvement and adaptation. By integrating lessons learned from past programmatic experiences, organizations can implement new strategies and approaches to enhance their response and recovery efforts. Leading practices might include adopting technologies to optimize resource allocation, leveraging data analytics for proactive risk mitigation, or fostering cross-sector collaborations to bolster programmatic resilience.
