KPMG report: Proposed regulations on qualified opportunity fund information reporting and certification procedures
KPMG analysis and observations
The U.S. Treasury Department and IRS on September 11, 2026, released proposed regulations (REG-116506-25) that would implement new information reporting requirements for qualified opportunity funds (QOFs) and qualified opportunity zone businesses (QOZBs). The regulations would also make changes to the QOF self-certification requirements as well as establish procedures for revoking inadvertent certifications and voluntarily decertifying as a QOF.
Such rules are proposed to be applicable to tax years ending (and filing or reporting deadlines that occur) on or after the date the QOZ proposed regulations are published as final.
Read a September 2026 report prepared by KPMG LLP that provides analysis and observations on the proposed regulations and their implications for QOFs and QOZBs.
