EU updates dual-use export control list
European Commission adopts amendments to align the EU dual-use control list with 2025 multilateral export control regime decisions.
The European Commission (EC) today adopted a Delegated Regulation updating Annex I of Regulation (EU) 2021/821, the EU list of controlled dual-use items.
According to the EC release, the update aligns the EU control list with decisions adopted in 2025 under the Wassenaar Arrangement, the Australia Group, and the Nuclear Suppliers Group. It also incorporates additional commitments accepted by EU member states under the Wassenaar Arrangement.
The revised control list adds new controlled items including:
- Semiconductor manufacturing and testing equipment and materials
- Advanced computing integrated circuits and certain electronic assemblies
- Ceramic matrix composites reinforced with mullite for high-temperature applications
- Rotary encoders based on inductive sensing technology
- Additive manufacturing equipment for energetic materials
- Chemical vapor deposition equipment used to produce silicon carbide fibers
- Technology for the development of axial compressors for gas turbine engines
The update also modifies certain control parameters and updates technical definitions and descriptions.
The EC release explains that the changes are intended to strengthen EU-level controls over new technologies while maintaining a consistent regulatory framework across member states.
The updated control list would become effective following publication in the Official Journal after completion of the Council and European Parliament scrutiny period.
