Venezuela: Mining law reform includes tax incentives for operators

The reform modernizes the mining framework and introduces administrative and fiscal measures intended to support investment in the mining sector.

The National Assembly on April 9, 2026, sanctioned the “Organic Law of Mines.” Following a constitutional review by the Supreme Court of Justice on April 14, 2026, the law was promulgated on April 16, 2026.

The reform:

  • Modernizes Venezuela’s mining framework
  • Establishes the National Superintendency of Mining Activity
  • Includes tax administration provisions applicable to the mining sector
  • Provides fiscal benefits intended to support national and foreign investment in mining activities
