Angola: Draft legislation providing additional tax incentives and granting mining rights for certain concession areas

Draft legislation reviewed by Council of Ministers

The Angolan Council of Ministers on June 22, 2026, reviewed draft legislation for submission to the National Assembly authorizing the president to establish additional tax incentives for the concession areas of Blocks 33/24, 17/25, 32/21, and 19 to support investment in projects facing complex operational and geological challenges.

The Council also examined presidential decrees granting mining rights to the national concessionaire for hydrocarbon exploration, development, and production in the same concession areas, including provisions on production and investment bonuses and the authorization of risk service contracts.

In addition, the Council reviewed a draft presidential decree approving instructions for preparing the 2027 State Budget and the 2028 medium-term expenditure framework, setting guidelines for public administration bodies during the budget preparation process.
