U.S. DHS updates Uyghur Forced Labor Prevention Act (UFLPA) Entity List

DHS added 43 entities and made technical corrections to two entities on the UFLPA Entity List, bringing the total number of listed entities to 187.

The U.S. Department of Homeland Security (DHS), on behalf of the Forced Labor Enforcement Task Force (FLETF), today released a notice announcing an update to the Uyghur Forced Labor Prevention Act (UFLPA) Entity List. The updated list adds 43 entities and includes technical corrections for two existing entities.

The update adds four entities to the UFLPA section 2(d)(2)(B)(ii) list, which identifies entities working with the government of the Xinjiang Uyghur Autonomous Region (XUAR) to recruit, transport, transfer, harbor, or receive forced labor or members of persecuted groups from the XUAR.

The notice also adds 41 entities to the section 2(d)(2)(B)(v) list, which identifies facilities and entities that source materials from the XUAR or from persons participating in government labor-transfer or other labor schemes that use forced labor. The additions include entities involved in a variety of manufacturing, mining, agricultural, and industrial sectors

Two entities were added to both the section 2(d)(2)(B)(ii) and section 2(d)(2)(B)(v) lists.

DHS stated that the U.S. government had reasonable cause to believe that the newly listed entities met the statutory criteria for inclusion on the UFLPA Entity List because of their participation in labor-transfer programs involving persons from the XUAR or their sourcing of materials from the region.

Following the additions and corrections, the consolidated UFLPA Entity List includes 187 entities.
