Türkiye: Omnibus law introducing amendments to support investment and exports approved by Parliament; amendments to special tax incentive programs
Omnibus law approved by Grand National Assembly on May 21, 2026
The Grand National Assembly on May 21, 2026, approved an omnibus law amending several tax laws to support investment and exports, including measures on qualified service centers, export-related corporate tax preferences, income tax exemptions for certain foreign-source income, technology startup employee share incentives, and related inheritance and public receivables rules.
In addition, the Ministry of Industry and Technology on May 8, 2026, amended the following special tax incentive programs:
- The Green Transformation investment incentive rules—revising definitions, the five-year green transformation roadmap, application and evaluation procedures, eligible investment scope, monitoring and revision processes, final measurement rules, and incentive recovery rules for projects failing to meet at least 75% of stated targets or otherwise exiting the program.
- The Technology Move investment incentive rules—updating definitions for investment projects and production-oriented investment processes, committee voting and scoring procedures, project commission responsibilities, and project evaluation, monitoring, and incentive-related procedures under the program.
