President Trump signs proclamation ordering USTR to negotiate trade agreements regarding imports of aircraft and engine parts
Proclamation under Section 232 to address national security impacts of such imports, but no immediate tariffs imposed
The White House on July 9, 2026, announced that President Trump signed a proclamation pursuant to Section 232 of the Trade Expansion Act of 1962 ordering the U.S. Secretary of Commerce and U.S. Trade Representative (USTR) to jointly negotiate agreements with trading partners to address the threatened impairment of national security with respect to imports of commercial aircraft, jet engines, and their associated parts from any country.
The proclamation states that the Secretary of Commerce transmitted a report to the president on his investigation under Section 232 into the impact of such imports, advising that commercial aircraft, jet engines, and their associated parts are being imported into the United States in such quantities and under such circumstances as to threaten to impair the national security of the United States. However, the Secretary of Commerce recommended that no immediate tariffs be imposed under Section 232 to address the threatened impairment to the national security posed by such imports.
The proclamation further states that the president may also take other actions he deems necessary to adjust imports of commercial aircraft, jet engines, and their associated parts to eliminate the threat to impair the national security of the United States, including if the agreements directed to be negotiated are not entered into within 180 days of the proclamation, are not being carried out, or are ineffective.
