EU: Suspension of rebalancing measures against U.S. exports extended
EU suspension of retaliatory trade measures against U.S. goods and exports will continue indefinitely.
The European Commission (EC) today announced that the suspension of the EU rebalancing measures that had been adopted in response to the risk of significantly increased U.S. tariffs on EU exports has been extended.
Background
The EU rebalancing measures were adopted on July 24, 2025, through Commission Implementing Regulation 2025/1564. The measures were intended to apply if a negotiated solution with the United States could not be reached and covered:
- Approximately €93 billion of EU imports from the United States
- An export restriction affecting €95 million of EU exports to the United States
Following the meeting between President von der Leyen and President Trump in July 2025, and the announcement of a political arrangement that avoided the threatened tariff increases, the EU suspended the application of those measures.
Summary
According to the EC release, the newly adopted Implementing Regulation:
- Extends the suspension of the EU rebalancing measures without a specified end date
- Replaces the temporary suspension provided under Commission Implementing Regulation 2026/295, which was scheduled to expire on August 6, 2026
- Provides that the EC will keep the suspension under continuous review
