Norway: Temporary reductions in fuel taxes

Reductions to tax rates for automotive and construction diesel

The taxes on diesel for road traffic will be reduced by NOK 1.33 per liter effective May 1, 2026, which combined with previous reductions effective April 1, 2026, will reduce the pump price by an estimated NOK 4.26 per liter of diesel. In addition, the tax on diesel for the construction and civil engineering sector will be reduced by NOK 2.50 per liter, and taxes for shipping and fishing in coastal waters also will be reduced.

In sum, the following five tax rates will be reduced:

  • Automotive diesel
  • Construction diesel
  • Fishing and hunting in coastal waters
  • Domestic non-emissions trading system (ETS) shipping
  • Domestic ETS-covered shipping

The changes in both the road usage tax and the CO₂ tax are temporary and apply until September 1, 2026.

The reductions (other than for fishing and hunting in coastal waters) raise State aid issues that have yet to be resolved.
