The European Commission (EC) today issued a release announcing that European Union (EU) member states have not made any changes to the list of non-cooperative tax jurisdictions (the so-called “blacklist”), which currently comprises 11 countries (American Samoa, Anguilla, Fiji, Guam, Palau, Panama, Russia, Samoa, Trinidad and Tobago, U.S. Virgin Islands, and Vanuatu).

The update to Annex II (the “grey list”) includes 11 jurisdictions (Antigua and Barbuda, Belize, British Virgin Islands, Brunei Darussalam, Eswatini, Greenland, Jordan, Montenegro, Morocco, Seychelles, Türkiye, and Vietnam). Greenland, Jordan, Montenegro, and Morocco were added, and Vietnam has been removed.
