Costa Rica: Miscellaneous stamp tax reforms

A law entitled “Simple I: Tax Simplification to Raise Efficiency and Competitiveness (Phase I)”—published in the official gazette no. 195 on December 3, 2024—includes the following stamp tax reforms:

  • Repeal of stamp for the city of girls association and transfer of real estate, for legal or physical persons who participate in a public or private tender
  • Repeal of educational stamp
  • Reform to 5% tax on the value of tickets sold in Costa Rica for international travel (both by air and land)
  • Repeal of fiscal stamp, which applied to different private documents (e.g., contracts and powers of attorney), commercial accounting books, and judicial documents
