Todd Willis is Director of Global Export Controls and Sanctions with the KPMG Trade & Customs practice. Todd supports clients on a range of trade compliance matters, leveraging deep expertise in government regulation, international relations, and industry trade compliance.
Todd brings over 25 years of military and federal service, including senior roles at the U.S. Department of Commerce and Department of Defense, where he advised on dual-use and munitions technology export controls. Before joining KPMG, Todd served as Global Trade Advisor at Caterpillar, Inc., where he established the Trade Center of Excellence and led a team of over 90 professionals supporting enterprise-wide export controls and customs initiatives.
Prior to joining Caterpillar, Todd was Deputy Director at the Export Enforcement Coordination Center (E2C2) and Senior Policy Advisor within the Office of the Assistant Secretary for Export Administration. In these roles, he developed and promoted efficient export control policies and increased interagency enforcement cooperation.
His previous U.S. government assignments include serving as Director of the Munitions Control Division within the Office of Strategic Industries and Economic Security at the Bureau of Industry and Security (BIS). As the first Division Director for MCD, he acted as senior advisor on dual-use and munitions technology issues within the Department of Commerce and coordinated the review of export control issues among relevant U.S. government organizations.
While at the Department of Defense, Todd was Division Chief for the Dual-Use Licensing Division within the Defense Technology Security Administration (DTSA). There, he supervised civilian and military staff providing the Department of Defense’s official decisions on commercial dual-use export licensing reviews. His responsibilities included serving as senior advisor on dual-use technology issues within DTSA and coordinating the review of export control issues among DOD organizations, including military departments, the Joint Staff, and the Office of the Secretary of Defense.
Other assignments include Assistant Director for the Office of Enforcement Analysis, where he managed the BIS end-use check program, analyzed U.S. export transactions, and coordinated foreign end-user visits.
Todd holds an M.S. in National Security from the Eisenhower School (NDU), an MBA (cum laude) from California State University, East Bay, and a B.A. in Political Economy from the University of the Pacific.
