Tom Stout has more than 30 years of experience representing clients on tax legislation and regulatory matters before the U.S. Congress, Department of the Treasury, and the Internal Revenue Service. He joined KPMG in 1999, after spending 19 years at the nationally known law firm of Vinson & Elkins.
Tom’s practice in federal tax law has been concentrated in international and corporate matters. He has counseled clients from a number of industries, including financial services, electronics, real estate, publishing, and manufacturing. He has represented clients in those industries with respect to a wide range of federal tax legislative and regulatory matters. He has successfully advocated changes to proposed legislation and obtained regulatory guidance for Treasury on critical issues for clients.

The KPMG Federal Legislative & Regulatory Services practice gives clients immediate notification about breaking developments in tax legislation or federal tax regulations; provides insight and advice to clients in anticipation of possible legislative or regulatory changes and the impact of such changes on client tax planning; assists clients in the legislative and regulatory process; and conducts “roundtable” briefings and discussions.
