David is a Managing Director with KPMG’s Infrastructure, Capital Projects and Climate Advisory practice and is also the Lead Account Partner for KPMG’s State of Colorado Account, overseeing all of KPMG’s activities for State of Colorado clients. He has focused his career on solving complex public sector challenges and delivering public projects. With twenty years of experience across all stages of the project life cycle, David has executed over $10 billion in successful projects across infrastructure sectors, including transportation, transit, mobility, broadband, and higher education. David advises government clients on strategic planning, project structuring and development, project procurement and implementation, funding and financing, operational effectiveness, and oversight.

Prior to KPMG, David was a public sector executive. He led the Colorado Transportation Investment Office (CTIO), a state business charged with financing and accelerating transportation infrastructure project development. He also served as Interim Chief Legal Counsel to Colorado Governor John Hickenlooper, where David provided strategic advice as part of the Governor's executive leadership team. David’s experience gives him a unique understanding of the motivations and pressures facing public agencies when delivering critical projects and programs. Prior to his time as a public servant, David was an attorney and partner at Kaplan Kirsch & Rockwell LLP, where he focused on land use, energy, and transportation law.

David currently serves on the Metro Denver Economic Development Corporation Board of Governors.

Select Professional and Industry Experience

State of Colorado: David leads the State of Colorado Account for KPMG. In addition to coordinating KPMG teams serving the State at the account level, David leads and supports on multiple Colorado engagements, including: leading the team assisting the Department of Transportation (CDOT) in advancing the development of Colorado’s mountain passenger rail program; advising CDOT on filling the Floyd Hill project funding gap on Interstate 70; and advising the Department of Personnel and Administration on the redevelopment of state assets in Lakewood, CO.

California High Speed Rail Authority:  David leads the KPMG team assisting CHSRA on commercial, procurement, and strategic matters, including ongoing procurements for track & systems, program delivery consultants, and others.

Virginia Department of Transportation: David led the team that assisted VDOT with an assessment of development alternatives for Interstate 81.

San Diego Association of Governments: David led the KPMG team that advised SANDAG on development of its Public Private Partnership program.

Los Angeles County: In 2022 David led the KPMG team that assisted in developing a governance plan and target operating model, evaluation methodology, action plan, data tracking and key performance indicators for Bipartisan Infrastructure Law opportunities.
