Rachel Smith

Rachel is a Senior Manager in the Excise Tax group for the KPMG Washington National Tax practice, with over 10 years of experience.

Prior to joining KPMG, Rachel spent 11 years as an attorney at the IRS Office of Chief Counsel, which included an eight-year role as an attorney in the Excise Tax Branch. She drafted regulations, rulings, notices, and non-precedential guidance and opinion memos. While at the IRS, she worked with the Treasury Department, the Department of Justice, and other federal agencies to coordinate issues related to the administration of federal excise taxes.
