Managing Director, International Tax, Washington National Tax
Barbara Rasch focuses on complex international transactional tax matters. Prior to joining KPMG in October 2016, Barbara was with the Internal Revenue Service’s Office of Associate Chief Counsel (International) for seven years. In that role, she worked extensively on regulations and other administrative guidance, and assisted in developing IRS positions during exams, appeals, and litigation. During her last three years at the IRS, she co-managed Branch 2, which has jurisdiction over the subpart F and PFIC anti-deferral regimes.
Before her IRS tenure, Barbara was an associate, and later counsel, at Akin Gump Strauss Hauer & Feld LLP, where she advised private equity funds and hedge funds on U.S. federal tax implications of investment structures and international operations, and assisted in worldwide tax planning through a coordination of U.S. federal tax law and foreign tax law.
Barbara has a JD degree, cum laude, from George Washington University Law School, where she was a member of the George Washington Law Review. She also has a BBA degree in accountancy from the University of Notre Dame.
