Doug Noble

Doug is a managing director in the KPMG Federal Advisory practice. Prior to joining KPMG in 2025, Doug had a thirty-five year career in the United States Navy Supply Corps. Doug has earned a Masters Degree of Science in Operations Research from the Naval Postgraduate School, along with a Masters in Business Administration from Indiana University Kelley School of Business. He is a Joint Qualified Officer and an Acquisition Professional with certifications in Life Cycle Logistics.

Doug served as the Director of Logistics Operations (J3) at the Defense Logistics Agency (DLA) from 2021 to 2024. As the J3 he was responsible for the programs, policies, and daily operations of a $48B global logistics enterprise. He led a team of over 700 military and civilian members across the full spectrum of end-to-end supply chain management.

Prior to his tour at DLA, Doug was the Commander of Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS). At WSS he led 2,300 personnel providing global logistics and supply chain management functions for 3,900+ aircraft, 300 ships & submarines, nuclear reactors for the Navy, Marine Corps, and 80 global partners. He managed a $7B annual budget directly affecting Navy operational readiness through the purchase and repair of 400,000 equipment line items and he oversaw $26B in global inventory.
