Rodrick Lawlor
Director
Rick is a Director in KPMG Trade & Customs practice based in the New York City office. In this role, Rick works with clients to address complex trade compliance and enforcement challenges, leveraging decades of experience in regulatory audits and trade enforcement. He assists clients in managing compliance risks, navigating CBP audit procedures, and aligning with enforcement priorities. Rick regularly provides strategic guidance on valuation, origin, trade remedies, and forced labor risk assessments, helping clients anticipate regulatory developments and strengthen their compliance programs.
Before joining KPMG, Rick spent over 33 years with U.S. Customs and Border Protection (CBP), serving as Field Director for the Office of Trade Regulatory Audit since 2016. In this capacity, he led CBP’s largest field component, overseeing nine audit branches across Philadelphia, PA, Newark, NJ, and Ashburn, VA, and directed multi-disciplinary trade enforcement operations aligned with CBP’s Priority Trade Issues.
Rick’s past experience includes directing more than 150 annual audit assignments, leading First Sale for Export valuation validations and Country of Origin assessments, and conducting reviews of trade remedies and Free Trade Agreements. He also performed comprehensive forced labor risk assessments under UNFLPA regulations and oversaw complex, multi-regional audit programs across diverse industries. Rick brings a unique insider perspective to help clients navigate enforcement frameworks and regulatory expectations.
