Brent Jackson is a Director in Washington National Tax specializing in social security matters, with a particular emphasis on social security implications for cross-border workers. Relevant issues include totalization agreements, certificate of coverage compliance, detached and third country transferred workers, social security liability in complex and challenging situations, special exceptions and extensions, special determinations, letters of participation or exception, entitlements, and SSN enumeration.

Brent previously served an 18-year career with the Social Security Administration (SSA) as an expert in international social security and bilateral social security (“totalization”) agreements. During his tenure with SSA, Brent was responsible for negotiating and implementing the legal text of such agreements and drafting SSA’s in-house policies and procedures on all aspects of totalization and international social security matters. Most recently, Brent served as chief negotiator of totalization agreements for the U.S. government. Brent also served as a technical expert in the adjudication of international social security matters, authoring policies, procedures, regulations, and articles on the topic.
