Partner, U.S. Tax practice leader – Operations

Ann Holley is a partner and in 2023 was named the U.S. Tax practice leader - Operations for the KPMG U.S. Tax practice. In this role, Ann monitors the financial performance and daily operations of the tax practice. She identifies areas for improvement and implements necessary changes for the tax practice to meet its financial goals. Prior to this role, she served as the national service line leader for the State and Local Tax (SALT) practice for 5 years, leading a team of more than 1,000 professionals focused on income/franchise and indirect tax.

Ann's journey with KPMG began in 1994 with the Financial Services Federal Tax practice. She then transitioned to SALT where she focused on restructuring projects, audit defense and consulting. In 2005, she was named a partner and has held leadership roles as the partner in charge of the SALT group of KPMG's Washington National Tax (WNT) practice and as national leader of the Income & Franchise Tax practice.

Ann's extensive and wide-ranging state and local tax knowledge has made her a sought-after speaker on various topics as well as a valuable resource within the firm on state tax provision matters. Ann has presented at events such as the Georgetown CLE Advanced State & Local Tax Institute, IPT/ABA conferences, and the Paul J. Hartman State & Local Tax Forum. Her contributions to the field are also evident through her many published articles, including the Journal of Multistate Taxation, the Journal of Taxation of Financial Products, State Tax Notes, and the Multistate Tax Report.

Ann holds a BA degree in public policy analysis from the University of North Carolina at Chapel Hill, where she also earned her Master of Accountancy degree.
