Heather is a Manager in KPMG’s Tysons Corner office and a licensed customs broker with 19 years of trade and customs experience. She rejoined KPMG’s Trade & Customs practice in 2022 after serving for several years as a customs compliance and Foreign-Trade Zone (FTZ) manager in the retail sector, where she oversaw large-scale compliance programs and daily Zone operations.
At KPMG, Heather advises companies on all aspects of FTZ operations, from feasibility studies and cost-benefit analyses to compliance and ongoing administration. She has successfully guided clients through designation and activation by working closely with Grantees, the FTZ Board, and U.S. Customs and Border Protection. She also supports the design and implementation of FTZ Inventory Control and Recordkeeping Systems (ICRS), ensuring systems are both compliant and efficient.
Her work includes conducting compliance reviews and systems health checks to strengthen internal controls, mitigate risk, and uncover savings opportunities. Drawing on her deep knowledge of regulatory requirements and operational processes, Heather develops practical strategies that help clients enhance efficiency and build sustainable, long-term FTZ programs. She is also known for her ability to collaborate with cross-functional teams, aligning FTZ activities with broader organizational and supply chain objectives.
Heather holds a BA in political science from Wittenberg University and is a Licensed Customs Broker. She is an active member of the National Association of Foreign-Trade Zones (NAFTZ), where she serves on the Accreditation Committee, contributing to the advancement of best practices and industry standards.
