This includes tools such as the KPMG Signals Repository, a powerful platform enabling both macro and granular analyses of high-volume, ever-fluctuating data that allows for the development of predictive models and real-time dashboards. A “housing matching tool” is another conceptual example of using the power of data and analytics to create dashboards that leverage algorithmic technology to crossmatch shelter resident data and permanent housing preferences with available housing inventory.

Program design, process improvement, and governance: We can help you design and develop your program, processes, and policies 

Our team has a suite of tools and approaches that effectively map out and document the current- and future-state business process flows depicting the relationships, transactions, operations, and coordination between key housing program areas and external partners. KPMG can help governments undertake targeted affordable and workforce housing real estate market studies (e.g., supply-demand analysis, pricing studies, highest and best use analysis) to understand potential demand and inform project decisions. In addition, our team can assist to screen and prioritize public and philanthropic surplus land and potential development sites for affordable and workforce housing developments.

Commercial and financial support: We can help you when developing and procuring affordable housing projects

Our team can support financial feasibility analysis on a project or program basis, including the identification of federal, state, and local government funding sources and financing programs to support housing development. KPMG can also assist with commercial options analysis and structuring considerations, as well as the procurement of developers and partners to deliver housing projects. By matching demand indicators with available surplus lands, we can help our clients to deliver affordable housing supply that might otherwise be infeasible.

Raising capital: We can support developers and landowners raise capital through a private placement to support housing development

We work with governments to help evaluate the desirability of effective placement. We can support the preparation of an offering document, identifying and contacting selected potential investors, arranging for potential investors to conduct investigations in connection with their potential investment, and assisting in negotiating the financial aspects of any proposed private placement.

Homelessness and rehousing services require coordination with various private, public, and community partners. KPMG stakeholder engagement can keep the project team and relevant parties organized and up to date on progress status. KPMG also supports strategic planning and visioning to help ensure stakeholders’ concerns are understood and prioritized.

Increasing the supply of affordable and workforce housing requires innovative partnerships to achieve the scale needed to address demand. KPMG can assist clients to identify public, nonprofit, and private sector programmatic partners and to develop strategies for engaging with those entities.

Emergency readiness and rapid response: We can step in quickly to help in times of emergency or disaster

KPMG can offer project implementation and oversight support to enable better transparency, reporting, and management of various needs during integration in the community. Our team has experience supporting the needs of vulnerable populations, including asylum seekers, people affected by natural disaster, and those experiencing temporary homelessness. Our centralized Project Management Office can support risk management and contingency planning, resource and funding management, and action item tracking necessary to meet project management and governance expectations. Additionally, KPMG offers wide-ranging compliance services that include conducting risk assessments, creating monitoring plans, developing communication plans to beneficiaries, and closing out grants.
