What is cloud as a service

Recognizing the promised benefits of the cloud, many agencies have already embarked on migrating their systems and applications to that environment. In many cases, they’ve had to decide for themselves which vendors, technologies, architecture and security models to use. Now many state governments are finding themselves left with an overly costly and complicated cloud footprint, consisting of multiple siloed applications and “shadow IT” organizations operating independently.
