Egypt: Amendments to tax procedures; tax incentives for small businesses

Amendments include penalty relief, compliance incentives, tax dispute resolution aids

Recent amendments to tax procedures in Egypt include:

  • Law No. 5 of 2025 offers registered taxpayers an opportunity to regularize their tax status without incurring back taxes or penalties and unregistered businesses an opportunity to regularize their tax status. The law also introduces simplified procedures for tax registration and compliance, as well as certain compliance incentives for taxpayers subject to an estimated audit for tax periods ending before January 1, 2020.
  • Law No. 7 of 2025 introduces significant amendments to the Unified Tax Procedures Law (Law No. 206 of 2020), including:
    • Introducing cap of 100% of the original tax amount for late payment penalties or additional taxes
    • Empowering the Minister of Finance (or a delegate) to settle tax-related offenses that do not involve unpaid tax liabilities
    • Requiring a settlement payment of at least 50% of the minimum fine before prosecution

In addition, the Council of Ministers approved a law introducing tax incentives (including exemptions from various duties and taxes) for projects with an annual turnover not exceeding EGP 20 million.
