Liberia: Proposed 18% VAT in FY2026, proposed tax measures in 2025 budget

18% VAT would replace current 10% GST

The Ministry of Finance and Development Planning in November 2024 announced plans to introduce an 18% value added tax (VAT) by 2026, replacing the current 10% goods and services tax (GST).

The 2025 budget also proposes increasing withholding tax on consultancy services from 2% to 10%, revising customs charges on petroleum products, and enhancing the Board of Tax Appeals' capacity for transfer pricing cases.
