The Polish Parliament received a bill aimed at enhancing electromobility, reducing emissions, and fostering environmentally friendly transportation solutions.
Parliament on October 23, 2024, received a bill amending the law on electromobility and alternative fuels and certain other laws. The proposed legislation aims to optimize technological innovation and foster the development and introduction of environmentally friendly solutions in the transportation sector.
The bill proposes the establishment of mandatory clean transportation zones in cities with populations over 100,000 when NO2 emissions exceed permissible levels. It mandates that public transportation services in such cities be provided exclusively by zero-emission buses or trolleybuses, with contracts awarded only to entities operating these vehicles.
The bill also repeals the obligation for local government units with more than 50,000 residents to perform and contract public services with an adequate share of electric or natural gas-powered vehicles. It removes the threshold for the share of zero-emission or biomethane-powered buses in the fleet of vehicles used for public transportation services within local government units.
Additionally, the bill sets forth reporting obligations related to the use of electric vehicles in government fleets and zero-emission and biomethane-powered buses in public transportation. It provides an exemption for entities handling vehicles used for the transportation of the Minister of Defence from providing an adequate share of electric vehicles in the authority's fleet.
