Michael H. Plowgian
Principal, Tax, WNT - Intl Tax
Michael Plowgian is a principal in the KPMG Washington National Tax office and is the International Tax Policy Lead for the Americas and on the Global Policy Leadership Team. Prior to rejoining KPMG, Michael served as the Deputy Assistant Secretary for International Tax Affairs at the U.S. Department of the Treasury, where he was responsible for all aspects of international tax policy, including legislative proposals, regulatory guidance, bilateral treaties, and multilateral negotiations. In that role, Michael served as the top U.S. negotiator to the Organisation for Economic Co-operation and Development (OECD) on its two-pillar tax reform plan.
Prior to Treasury, Michael was a principal in the Washington National Tax International Tax practice at KPMG.
Michael holds a J.D. from Harvard Law School, an M.A. in Law and Diplomacy from The Fletcher School at Tufts University, and a B.A. from Denison University.
