Oksana G. Jaffe
Managing Director, State & Local Tax
Oksana Jaffe is a director in KPMG’s state and local tax practice, located in Sacramento, California. She has almost 20 years of tax consulting experience in public and private sectors and is known for her technical knowledge of state and local tax laws and the ability to navigate through California’s complicated tax structure. Oksana has a strong background in California income, franchise, and property taxes, working closely with the regulatory agencies responsible for administering these taxes. In addition to her work at KPMG, Oksana teaches a course on state and local taxation at U.C. Hastings College of the Law.
Prior to joining KPMG, Oksana served as Chief Consultant to the California Assembly Committee on Revenue and Taxation. She counseled Members of the California Legislature on tax law, drafted and analyzed tax legislation, and provided technical advice in connection with the annual budget process, including the enactment of the single sales-factor apportionment and market-based sourcing legislation. She acted as a liaison between the California Assembly and various state tax agencies and local county assessors. Oksana also served on the advisory committees of both the Franchise Tax Board and the State Board of Equalization.
Oksana has long-standing relationships with key staff at the Franchise Tax Board, Board of Equalization, Employment Development Department, and State Controller’s Office, as well as with local county assessors.
Oksana has assisted clients in a cross-sector of industries, including financial services, technology, and pharmaceutical. She has advised clients on complicated transactions, including the tax treatment of payments made pursuant to licensing and collaboration agreements between pharmaceutical companies. Oksana has identified potential areas of tax savings for clients with California net operating losses and assisted legal entities in various state tax controversy proceedings, including audit, protest, and appeals.
Oksana holds a B.A. degree and M.A. degree in Philosophy from Kiev National University, Ukraine and an LL.M. degree in Taxation from New York University School of Law.
