Tony Coughlan
Managing Director, Tax Credit and Energy
Tony Coughlan has been with KPMG LLP (KPMG)’s Tax Credit and Energy Advisory Services group since November 2018. He was senior tax counsel to the Finance Committee from January 2009 until October 2018, serving under the leadership of Senator Chuck Grassley and of Senator Orrin Hatch, where he lead on international, corporate, R&D incentives, and various individual issues.
For the three years prior to joining the Committee staff, he was a tax director for a multinational computer technology corporation in California. And from 1998 to 2006, he worked for a big four accounting firm, in both the Washington National Tax Service, as well as the Hong Kong office.
From 1996 to 2002, Mr. Coughlan was an elected member of the Fairfax City Council in the Virginia suburbs of Washington, DC where he took a lead role in sponsoring real property tax reform so as to reduce the tax on improvements. This effort lead to the signing of bipartisan legislation by then-Governor Mark Warner.
He is the author of several articles in the tax field. Mr. Coughlan is a graduate of Virginia Tech (double major in Math and History), the University of Virginia School of Law, and of the Georgetown University Law Center LLM tax program, with distinction.
