The Swedish Migration Agency has implemented new working methods to reduce processing times and improve service for residence permit applications by non-European Union (EU) family members of Swedes residing abroad who wish to move to Sweden. These changes follow a government commission and are designed to make reunification in Sweden more accessible for Swedish citizens and their families.1

For global mobility managers and internationally mobile employees, the streamlined processing of residence permits for family members of Swedes returning from abroad significantly reduces administrative delays and uncertainty. Shorter and more predictable processing times facilitate smoother planning for relocations and help ensure that families are not separated during the move.
Employers with Swedish nationals on international assignments may also find it easier to support return transitions, minimizing disruption to operations and enhancing employee satisfaction. The clarified requirements and digitalized application procedures can reduce compliance risks and the burden on HR teams managing cross-border moves.
Context
Previously, residence permit applications for family members of Swedes living abroad were subject to lengthy processing—averaging 205 days in 2024. This created challenges for Swedes seeking to return home with non-EU family members, often resulting in prolonged family separations and logistical difficulties around repatriation.

Digital Passport Checks
E-applications now feature digital passport verification, expediting the identification and prioritization of eligible cases.
Streamlined Decision Routines
Decisions may be issued without requiring visits to foreign missions, provided the application is likely to be granted.
Eligibility Criteria
The anchor person (Swedish citizen) and the family member must have cohabited for two years, or for at least one year and have a child together and resided together abroad for at least twelve months.
Remote Interviews
Video interviews are being introduced at select embassies to further streamline oral interview requirements.
Predictable Processing
The Swedish Migration Agency aims to make processing times for this category no longer than 90 days, contingent on complete applications.

In light of the changes, organisations, entities and individuals within the scope of the policy reform may wish to consider the following:
- Organizations might wish to inform Swedish employees on assignment about the streamlined procedures and eligibility criteria for family reunification upon return.
- Employers might also consider assisting employees in preparing complete e-applications to facilitate timely processing.
- HR professionals might wish to monitor further updates from the Swedish Migration Agency, including the forthcoming 90-day service promise.
