The United Arab Emirates Ministry of Human Resources and Emiratisation (“MoHRE”) launched its artificial intelligence-powered system, “Eye,” during the GITEX Global 2025 event. This development significantly accelerates the work permit issuance process by automating application handling and document verification, reducing reliance on human intervention, except in exceptional cases.1

By leveraging AI to analyze applications, detect inconsistencies, and flag potential fraud in real time, the system enhances transparency, speeds up processing, and strengthens compliance with labor regulations.

      WHY THIS MATTERS

For global mobility managers, HR leaders, and payroll professionals overseeing inbound assignments to the UAE, the introduction of the “Eye” system could lead to faster work permit processing, lessening administrative delays and enhancing operational efficiency.

For mobile employees, the system may result in quicker onboarding and reduced uncertainty regarding work authorization timelines.

      Key Highlights

      Automated Document Verification

The “Eye” system uses an AI Agent to analyze and verify required documents, such as individual photos, passports, and academic certificates ensuring accuracy and authenticity while reducing manual intervention and human error.

      Accelerated Work Permit Issuance

By streamlining administrative procedures, the system shortens transaction completion times and supports rapid onboarding for foreign workers.

      Enhanced Service Standards

The initiative is part of MoHRE’s broader digital portfolio, including the Work Bundle, Ask Data, Forecasting Future Jobs and Skills, Smart Safety Tracker, and the MOHRE smart application.

      Alignment with National Strategy

These projects reinforce the UAE government’s commitment to digital transformation, AI leadership, and efficient, flexible government procedures.

      Steps to Consider

In light of the upcoming changes, organisations and stakeholders affected by the “Eye” system may wish to consider the following steps:

      • Organizations may wish to review and update their internal procedures for UAE work permit applications to align with the new automated process. Confirming that submitted documents meet quality standards suitable for AI verification could help lessen processing delays.

      • Stakeholders may also consider monitoring developments in MoHRE’s digital portfolio to identify further opportunities for efficiency.

If assignees and/or their programme managers have any questions or concerns about how this development will work, its application and potential impacts, and appropriate next steps, they should consult with their qualified immigration professional or a member of the GMS immigration team with KPMG in the Lower Gulf (see the Contacts section).
