On October 8, 2025, Brazil’s government published Decree No. 12.657 in the Official Gazette, notably expanding the scope of activities permitted under the Visit Visa (VIVIS).1 This regulatory modification streamlines and expedites the process for bringing foreign technicians to Brazil for short-term assignments.


      WHY THIS MATTERS

      Organizations are now able to assign specialists for technical services and technology transfer arising from contracts, cooperation agreements, or conventions between foreign and Brazilian entities, without undergoing the previously time-consuming residence authorization process.

      The regulatory change eases the process for sharing or disseminating technology, including the transfer of skills, knowledge, technologies, methods of manufacturing, to employees of an entity in Brazil . 


      Key Highlights

      This expansion of the VIVIS reduces the timeline from several weeks to immediate entry, subject to standard visa issuance and border control procedures. The decree now allows foreign nationals to enter Brazil to perform technical services and technology transfer activities for up to 90 days, without the need to apply for residence authorization under Normative Resolution 03 (RN 03 – Technical Assistance Permit)2 and Normative Resolution 04 (RN 04 – Technology Transfer Permit).3

      The decree is designed to enhance operational agility considerably, particularly in sectors that depend on prompt technical assistance and effective knowledge transfer.


      KPMG INSIGHTS

      Individuals admitted pursuant to a VIVIS are not eligible for remuneration in Brazil and must maintain their employment relationship with a non-Brazilian entity.

      Foreign nationals who require a VIVIS4 to enter Brazil must follow the appropriate issuance procedures.
