Indonesia launched the “All Indonesia” mobile application to manage entry procedures for international travellers, effective 1 September 2025.1  This newly launched digital platform consolidates entry declarations and is mandatory for all international travellers entering Indonesia at three international airports—Soekarno-Hatta (Jakarta), Ngurah Rai (Bali), and Juanda (Surabaya)—and six international seaports in Batam, Riau Islands.2


      WHY THIS MATTERS

      This All-Indonesia online declaration is not a visa and does not replace visa requirements.  Foreign nationals are advised to obtain the proper visa before entering Indonesia.  The introduction of the “All Indonesia” app affects both travellers and organisations involved in travel and tourism.  By combining multiple arrival declarations, the app is intended to reduce paperwork, make the process more efficient, and shorten wait times at entry points.

      The shift to digital entry processes is expected to make procedures more consistent and may support broader administrative goals.

      Entities in travel, hospitality, and tourism may need to revise operational procedures to align with the new digital requirements.  This could involve changes to traveller communications, staff training, and technical support. 


      Features of “All Indonesia” App

      • Consolidated entry declarations: Combines requirements from several government agencies (Immigration, Customs, Health, and Quarantine) into a single digital form.
      • Visa payment option: The app aims to integrate online visa on arrival (“VOA”) payment, streamlining the VOA process.
      • Mandatory usage: Required at three international airports and six seaports starting September 2025.
      • QR code generation: Produces a QR code for travellers to present at entry check-points.
      • Advance form submission: Travellers can complete the form up to three days before departure, either online or at the airport.
      • Digital compliance requirement: Organisations involved in travel and tourism may need to update procedures to meet the app’s requirements.
      • Part of administrative digitisation: The app is included in Indonesia’s broader effort to digitise tourism-related processes.

      Steps to Consider

      In light of the now mandatory use of the All Indonesia app, individuals and entities affected by the launch of the app/digital platform may wish to consider the following:

      • Check that informational materials clearly explain the app’s requirements and usage process.
      • Prepare for cases where individuals may not have access to smartphones or internet connectivity.
      • Equip personnel at airports, seaports, and hospitality venues to assist travellers with completing and submitting the digital form.
      • Assign technology support teams to track app functionality and resolve any issues that may arise.
      • Align internal protocols with the new digital entry requirements to avoid disruptions.

      What’s Next?

      The successful implementation of the “All Indonesia” app may prompt expansion to additional entry points and integration with other government services. Indonesia may continue to invest in digital infrastructure to support tourism growth. Stakeholders should remain attentive to updates and be prepared to adapt to evolving digital requirements.
