On September 3, 2025, Brazil’s Ministry of Justice and Public Security introduced a digital module within the Data Naturalização system for issuing naturalization certificates.1  The digital module is part of a broader effort to digitize services related to naturalization.  Planned additions include tools for record annotation, certificate correction, and full digital handling of naturalization requests.

      Between January 2018 and June 2025, 45,945 individuals were naturalized.2  The certificates can also be used by descendants and heirs seeking official proof of naturalization.  


      WHY THIS MATTERS

      This module allows individuals to request documentation confirming the nationality status of a person online.  The system replaces manual procedures with automated processing, reducing the delivery time from several days to immediate or same-day issuance.

      The transition to digital procedures may require updates to compliance workflows and staff training.  Individuals who wish to initiate a request for such documentation, as well as HR professionals and immigration advisers, may wish to familiarize themselves with the digital module and the new procedures, and, if applicable, revise their protocols to accommodate digital certificate requests and establish that pertinent personnel are familiar with the process.

      Launch of Digital Certificate Module

      • The Data Naturalização system now enables online issuance of naturalization certificates.
      • Available for both positive (confirmation) and negative (no record) certificates.

      Improved Service Efficiency

      • Automated issuance has reduced processing time from up to 15 days to same-day delivery.3
      • The pilot phase demonstrated capacity to issue over 200 certificates in a single day.4

      Expanded Access and Utility

      • Service is accessible to applicants and third parties using a gov.br account to seek proof of nationality.
      • Certificates include decision details, official seal, and QR code for validation.

      Future Digitalization Plans

      Upcoming modules will address record annotation, certificate correction, and full digital processing.5

      User Guidance and Access

      Manuals and instructional videos have been provided.6

      In light of the recent system update, individuals and entities involved in naturalization-related processes may wish to consider the following steps, where applicable:

      • Assess current workflows related to naturalization documentation and identify areas that require updates to align with the digital system.
      • Establish that personnel responsible for handling certificate requests are familiar with the Data Naturalização platform and can assist users effectively.
      • Modify guidance materials and support processes to reflect the shift to online certificate issuance.
      • Stay informed about future modules, such as those for record annotation and certificate correction, to prepare for additional changes.
      • Evaluate how the digital system affects reporting, recordkeeping, and legal documentation, and make necessary adjustments.

      What’s Next?

      The ability to initiate requests online for documentation related to a person’s naturalization status is expected to result in simplified and streamlined procedures, which previously were done manually.
