Effective 16 March 2026, the Malaysian Investment Development Authority (MIDA) has launched the MIDA Expatriate System (MES), a centralized digital platform that streamlines and consolidates end-to-end expatriate application management – from Pass approval to ePass endorsement – for companies in the manufacturing and selected services sectors.1


      WHY THIS MATTERS

      The launch of MES is expected to significantly simplify and accelerate the process of hiring and managing foreign talent in Malaysia for companies under the regulatory agency of MIDA. For HR leaders, global mobility managers, and payroll teams, the centralization eliminates duplicated processes, reduces waiting times, and provides a transparent, unified view of application progress. Mobile employees and their sponsors might benefit from a streamlined and consistent experience, reducing administrative uncertainty. For organizations, this reform may enhance the overall attractiveness of Malaysia as a destination for international assignments and investment as MIDA is usually the first point of contact in Malaysia for investors.


      Background

      Since 2003, MIDA has served as the principal approving authority for expatriate posts, while the Immigration Department of Malaysia (“IDM”) approves and issues the employment pass (EP) and related applications for companies in the manufacturing and selected services sectors.

      Over the years, these application processes were fragmented across multiple platforms, resulting in duplication across approval stages. With the launch of MES, the process is unified and further integrated with the Malaysian Immigration System (MYImms), building on MIDA’s existing infrastructure and governance frameworks.

      Key MES Developments

      MES introduces a single-window digital platform for expatriate application management, featuring the following:

      • Integration and centralization: MES consolidates all stages of expatriate and/or dependent applications2 into one system, accessible through a single login and requiring only a one-time document submission. Companies must meet the criteria and requirements when applying.

      • Direct linkages: The platform is built on InvestMalaysia and integrates with MYImms, helping maintain seamless data flow and consistent evaluation across all application stages.

      • Streamlined workflow: Applications routed via Xpats Gateway are directed into InvestMalaysia for expedited handling and tracking.

      • Governance and support: The InvestMalaysia Facilitation Centre (IMFC), operational since December 2023, coordinates closely with the IDM, supporting integrated and efficient processing of expatriate applications.

      • Institutional mandate: MIDA remains the sole agency mandated by the Ministry of Home Affairs since 2023 for evaluating and approving expatriate posts and work passes within its purview.

      • No additional bureaucracy: MES digitizes and integrates existing processes, avoiding the creation of new bureaucratic layers or infrastructure.

      • Alignment with national strategy: The initiative supports the MADANI Economy Framework, aiming to rationalize investment promotion, reduce duplication, and reinforce Malaysia’s competitiveness.

      • EP for Foreign Graduates: Along with MES, MIDA also introduced a new EP category to cater for international graduate students from Malaysian institutions who wish to work in Malaysia.

      • Resources: Full application guidelines and FAQs3 are available on the MIDA website.

      KPMG INSIGHTS

      MES directly responds to long-standing investor feedback for a more predictable, transparent, and efficient expatriate application process. The system leverages existing institutional expertise and infrastructure, supporting Malaysia’s efforts to remain a competitive destination for foreign investment and international assignments.

      The new EP for Foreign Graduates caters to international graduates from Malaysian institutions and is only applicable to the following five key sectors and, if it is approved, will only be allowed for a maximum duration of two years:

      • Electrical & Electronics

      • Specialty Chemicals

      • Aerospace

      • Pharmaceuticals

      • Medical Devices

      Further to this, companies under the regulatory agency of MIDA must complete their company registration in the InvestMalaysia portal before applying for work passes or related passes for expatriates’ dependents through MES for a smooth process.

      In light of the changes, organisations and entities might wish to consider the following:

      • Organisations could familiarize themselves with the MES platform and updated guidelines.

      • Organisations could coordinate their expatriate application submissions through the new system and consult with MIDA or their mobility advisers for clarifications.

      • HR and mobility teams could update internal workflows to align with the new digital process and monitor for further enhancements or policy changes.
