On 7 November, Argentina’s government published in the Boletin Oficial, Decree N°875/2020, changing the lockdown status for the Buenos Aires metropolitan region beginning 9 November until 29 November.1  The new measures allow for limited gatherings, opening playgrounds, and allowing some sports activities. The relaxing of the quarantine in each province remains an internal decision of the governor in conjunction with the national government. 

WHY THIS MATTERS

The measures established in the Decree N° 875/2020, will bring some relief to residents of Buenos Aires, after more than seven months of mandatory quarantine.

As travel restrictions remain the same, remote working continues for globally mobile employees – apart from essential workers – and employers should facilitate this to foster employee safety and business continuity.

Details

Even while continuing to take measures to reduce the speed of the spread of the virus, the national government announced the expansion of activities in the metropolitan region (Ciudad Autónoma de Buenos Aires and the 35 Buenos Aires municipalities):

-         Education: as of today, children from all ages can return to classes (each school will organize a progressive return to in-school classes).

-         Integral wellness:

·        Private meetings of 10 people are allowed in common building places such as terraces, yards and gardens.

·        Playgrounds in squares will open their doors with specific and strict hygiene protocols.

·        Contact sports of more than 10 team members are now allowed in open spaces – however, changing rooms remain closed.

-         Public transport remains active only for essential workers.

-         The ‘permission to circulate’ app will no longer be needed.

The measures advising people to keep 1.5 meters apart, to use a face mask, to use gel-alcohol, and to avoid meetings in closed spaces, are still in place to prevent the spread of the COVID-19 virus.

The closed borders and suspended flights within and outside the country remain fully in place until 29 November 2020.  However, tourists coming from bordering countries such as Bolivia, Brazil, Chile, Paraguay and Uruguay are still allowed to enter Argentina.
