      KPMG in Singapore worked with the World Bank Group to develop the Asset Recycling Handbook, a practical roadmap to help governments unlock value from existing infrastructure assets and reinvest proceeds into new, priority projects.

      As infrastructure needs grow, driven by urbanization, climate adaptation, and energy transition, many governments face binding fiscal constraints. The handbook responds to this challenge by setting out how asset recycling can be used as a strategic financing tool, not only to mobilize private capital, but also to integrate climate and sustainability objectives into infrastructure investment decisions.

      By combining global case studies, policy guidance, and transaction‑level insights, the handbook equips policymakers with a structured approach to move from concept to execution.

      Rising infrastructure demands amid fiscal constraints


      Governments, particularly in emerging markets, face widening infrastructure gaps alongside constrained public budgets. Traditional public funding and sovereign borrowing alone are insufficient to meet the scale of investment required for resilient, low‑carbon growth.

      At the same time, many existing public infrastructure assets are operational but under‑optimized, tying up capital that could otherwise be redeployed into new projects. While asset recycling has been implemented in select markets, many governments lack a structured framework, clear governance arrangements, and practical guidance on how to design and execute programs in a transparent and scalable manner.

      Building the foundation for an asset recycling roadmap


      KPMG in Singapore collaborated with the World Bank’s Infrastructure Finance Department to develop the Asset Recycling Handbook as a comprehensive, step‑by‑step guide for governments.

      The handbook covers the full lifecycle of asset recycling, including asset screening and prioritization, valuation methodologies, transaction structuring options, risk allocation, and governance arrangements. It also provides guidance on the application of proceeds, ensuring that recycled capital is transparently reinvested into new infrastructure aligned with national development and climate objectives.

      In parallel, KPMG supported the World Bank through capacity‑building workshops, equipping policymakers and infrastructure agencies with practical insights on global best practices, institutional investor engagement, and the integration of blended and climate finance into asset recycling programs.

      Asset recycling as a strategic enabler


      The Asset Recycling Handbook positions asset recycling not merely as a fiscal tool, but as a strategic enabler for infrastructure transformation. Governments are better equipped to mobilize private capital, improve asset performance, and accelerate delivery of new infrastructure without increasing public debt burdens.

      By embedding green and climate‑related criteria into asset selection and reinvestment decisions, the handbook supports the transition toward sustainable and resilient infrastructure systems. It also strengthens the role of institutional investors and blended finance structures in scaling infrastructure investment across emerging markets.
