A large public sector organization had a mandate to accelerate digital transformation and improve the delivery of services to its citizens. AI adoption across departments was inconsistent, resulting in inefficiencies, uncertainty, and a lack of standardized processes that reduced service quality. Challenges stemmed from financial pressures, rising demand, and caution from past AI projects that did not meet expectations.
To address these challenges, the client piloted a "human-in-the-loop", agentic AI solution within its Human Resources function to reduce manual administrative work in preparing position descriptions and to establish a roadmap for AI adoption across the organization.

Inconsistent digital adoption
Across the organization’s departments, some experimented with AI, while others banned it entirely. Further challenges stemmed from financial pressures, rising demand, and caution from past AI projects not meeting expectations — all of which fueled resistance to change. KPMG Australia was engaged to address these challenges by accelerating digital transformation to improve service delivery.
An explainable, dependable agentic AI platform prototype
KPMG Australia deployed a “human-in-the-loop" agentic AI platform, integrated with Microsoft Azure AI Foundry and featuring an agent factory with reusable agents to automate recruitment and procurement workflows, integrated with the client’s SAP environment to enable end-to-end process automation.
Boosting compliance and eliminating manual HR effort
The agentic agent saved up to 22,500 hours of manual efforts in HR — equivalent to a 50-80 percent reduction in administrative tasks for preparing position descriptions. The AI solution also improved compliance and demonstrated the platform’s scalability and delivery of further operational efficiencies in delivering services across multiple government functions.
