On 21 May 2026, the Ministry of Public Security (MPS) of Vietnam launched a unified website for both lodging notifications for Vietnamese citizens and temporary residence declarations for foreign nationals. This system applies to all accommodation establishments across selected provinces and districts as detailed by the MPS.1


      WHY THIS MATTERS

      This development introduces a centralized digital platform for both Vietnamese citizens and foreign nationals to declare temporary residence, replacing previous separate systems. The change establishes updated reporting requirements for accommodation providers, who will be subject to new procedures and the discontinuation of the previous ASM software and legacy websites.


      Key Highlights

      • Accommodation providers are expected to use http://tbltkbtt.bocongan.gov.vn/ for all declarations from 21 May 2026. The previous website and ASM software are no longer to be used for these purposes.
      • The system is currently being implemented in seven provinces and cities—An Giang, Hải Phòng, Bắc Ninh, Phú Thọ, Quảng Ninh, Thanh Hóa, Hồ Chí Minh City—as well as three districts in Hanoi (Hai Bà Trưng, Hoàn Kiếm, Ngọc Hà).
      • Accommodation providers in An Giang, Hải Phòng, Bắc Ninh, and Phú Thọ are expected to add a specific prefix (e.g., ag_, hp_, bn_, pt_) to their existing usernames when accessing the new system.
      • The system supports online account registration and authentication, flexible multi-branch management, independent sub-accounts for each branch, automatic extraction of passport and ID photos, and streamlined customer history management.

      KPMG INSIGHTS

      In light of the change, organizations and individuals might consider the following:

      • Organizations could review and update internal procedures to align with the new online reporting system.
      • Organizations could communicate changes to internal stakeholders and inform local accommodation partners of the new requirements.
      • HR leaders and mobility managers could note implications for internal compliance processes for business travelers and foreign assignees and coordinate with accommodation partners to complete registrations for business travelers and foreign assignees on time to avoid potential challenges and penalties for failure to register or late registration.
