On December 4th, the Ministry of Foreign Affairs has issued the Resolution 12509 of 2024 adding a new category of visitor visa for Venezuelan nationals. This modification would add a new article to the Colombian visa law.
WHY THIS MATTERS
The new visa is significant given the challenges of Venezuelan immigration in Colombia. Over recent years temporary mechanisms have been created to regularize these immigrants, and the Ministry has created this new visa to respond to the massive migratory flow.

This category would allow foreigners to work in any lawful activity on their own account or as employees of any company, as well as to have access to the educational offer, as long as they comply with the regulations in force on the matter.
Although the measure would apply exclusively to the Venezuelan immigrant population with no regular status, it would not be viable for other nationalities, or for those Venezuelan nationals with deportation or expulsion measures, or with judicial, criminal or police records.
The Resolution shall take effect as of March 4th, the executive measure established to take effect three months after its publication.
