Penny is an experienced healthcare operational leader and Director in KPMG’s Global Centre of Excellence for Island Healthcare. She supports governments and health systems across the Caribbean to deliver system-wide reform, operational transformation, and strengthened governance in complex, resource-constrained environments.
Across the region, Penny has led and advised on major initiatives including national health strategy development, integrated care models, service redesign, hospital and system performance improvement, workforce planning, and health financing reform. Her work focuses on improving pathway efficiency, strengthening resource use, and enabling better integration across services, tailored to the realities of island health systems.
In her role within the Global Centre of Excellence, Penny plays a central coordinating role across the Caribbean, bringing together healthcare leaders, practitioners, and policymakers to share learning, align reform efforts, and accelerate system strengthening across island jurisdictions.
Penny’s earlier career in the UK NHS provides a strong operational foundation across acute services and large-scale transformation programs, including leadership of a regional COVID-19 vaccination program. She brings a practical, delivery-focused approach, translating global leading practice into sustainable solutions that improve access and system performance.
