Case study: Transforming rural infrastructure in Northern Ireland

Digital Infrastructure projects face several challenges and uncertainties. Led by the Department for the Economy (DfE), this project aimed to extend high-speed broadband services to approximately 86,000 premises in rural areas of Northern Ireland, with a government subsidy of around £200 million.

However, there were significant complexities in defining the scope and nature of DfE’s market intervention, forecasting the cost of the market intervention, securing necessary approvals and funding, developing a robust procurement strategy, and addressing stakeholder engagement. The project also grappled with intricate financial modelling requirements to support the Outline Business Case (OBC) and navigate State Aid regulations.

During the project lifecycle, KPMG played a crucial role in providing financial and commercial advice across various phases. In the Planning Phase, KPMG worked diligently to deliver the OBC, including robust financial modelling and commercial structuring advice, to secure the necessary approvals and funding to move the project forward.

During the Procurement Phase, KPMG provided strategic and tactical advice on the procurement process, from initial strategy development through to successful appointment, while also leading on financial and commercial elements. In the Implementation Phase, KPMG has provided ongoing support to DfE in managing the contract and supplier relationships, ensuring smooth execution and adherence to project objectives.

Key challenges during this phase included stakeholder engagement with various entities such as BDUK, DfE leadership, and technical advisors, as well as navigating complex procurement and contract management requirements driven by State Aid regulations.

Following KPMG's involvement, the Digital Infrastructure project achieved significant milestones and overcame key challenges. KPMG's contributions resulted in a government-approved Intervention Strategy and financial model, as well as State Aid approval for the intervention via BDUK.

The project benefited from robust contract and governance advice, laying a solid foundation for effective contract management. KPMG's procurement strategy addressed critical issues, while rigorous financial, commercial, and strategic procurement advice ensured smooth execution throughout the process.

The Final Business Case report demonstrated the Value for Money (VfM) of the project, culminating in the successful award of the contract and the commencement of network deployment, marking a significant step forward in enhancing digital infrastructure in Northern Ireland's rural areas.
