As part of this remit Paul led the Island's successful response to the EU’s concerns regarding the lack of economic substance requirements for entities in Jersey. This involved meeting relevant EU/OECD officials, drafting Jersey's economic substance legislation and developing the associated guidance notes in partnership with the revenue authorities from the other Crown Dependencies.
During his time in Government, Paul was Jersey's representative at both the OECD's Forum on Harmful Tax Practice and the Inclusive Framework.
Paul also led the process of delivering the Government of Jersey’s annual Budget statement and enacting various fundamental changes to the Island’s tax laws.
Prior to his time in Government, Paul spent almost 13 years in professional practice with a Big-4 firm, based initially in London and then in Jersey.
