A large number of specific framework conditions must be taken into account in the implementation and nationwide roll-out of OZG services throughout Germany. In some cases, technical, organisational and political requirements laid down in federal and European law must be observed. Examples of this are the requirements of the European regulation on the "Single Digital Gateway" (SDG), the implementation and post-utilisation coordination associated with the allocation of stimulus funds according to the "One for All" principle (EfA) or the connection of the municipalities to the state portals.
Despite the large number of steering elements and imposed instructions, the implementation requirements are subject to a great deal of leeway. This is because many guidelines are only formulated imprecisely or require further elaboration by the Länder. This results in strategic questions in the overall strategy, in programme management as well as in the individual implementation projects of the Länder and municipalities, which we would like to solve together with you.
Implementing and thinking ahead with the Online Access Act

At present, it can be observed that digitalisation is not progressing fast enough in the municipalities. We can find reasons in inconsistent information channels, too little integration into state and federal planning, as well as in uncertain legal foundations. At the state level, the economic stimulus package is currently accelerating the implementation projects, but there is a lack of synergies between the individual projects. Especially in the area of after-use organisation according to the EfA principle, closer coordination can lead to simplified roll-outs and solve organisational issues bundled in one place. In many implementation projects, internal administrative processes are currently not taken into account. In order to fully exploit the advantages of digital applications, it is essential to take them into account. In addition, it is important to keep an eye on further issues and to rethink outdated requirements of the OZG. We see possibilities in automated application procedures. In the future, when a child is born, registration procedures at the registry office, the health insurance company or applications for child and parental benefits could already be initiated by the hospital, so that the citizen no longer has to submit an application or initiates his or her consent for all processes at the same time.
Strengthen operational projects through joint goal development
In any case, we accompany you in the development, introduction, implementation, further development and follow-up of your desired strategy. In doing so, we integrate our concepts into already existing concepts, pay attention to the involvement of all stakeholders and open up new perspectives for you. In workshops we identify cause-effect relationships (Ishikawa diagram) and determine strategic recommendations for action with the help of the SWOT analysis. In the process, we also take into account the guidelines, recommendations and assistance of the Federal IT Cooperation (FITKO) and the Federal Information Management (FIM).
