Artificial Intelligence (AI) is transforming the speed and quality of military decision-making. Battlefield of the Future: How AI is Transforming Warfare examines how this shift is changing the character of warfare and redefining the foundations of military advantage. The report argues that AI’s significance lies in connecting sensors, communication networks, commanders and weapons, enabling military forces to interpret information, coordinate decisions and respond more quickly.

As warfare becomes more data-intensive, advantage increasingly depends on converting information into decisions, and decisions into action, faster than an adversary. The report identifies decision superiority as a defining feature of the future battlefield.

For India, the report calls for a sovereign, trusted and operationally integrated defence AI ecosystem. Its priorities include secure data foundations, interoperable and modular systems, assured computing infrastructure, adaptive procurement, institutional readiness and accountable human command. It concludes that defence AI is an enterprise transformation challenge requiring technology, institutions, industrial capacity and human judgement to work together. Progress ultimately be measured by mission outcomes: faster and better decisions, improved readiness, greater resilience and sustained decision superiority across the spectrum of conflict.

      Key highlights of the report

      • Decision superiority defining the future battlefield

Military advantage is increasingly shifting from platform superiority to decision superiority, where the ability to process information, generate insights and act faster than adversaries becomes a decisive factor

      • AI is transforming military decision-making

By enhancing every stage of the Observe-Orient-Decide-Act (OODA) loop, AI is accelerating battlefield awareness, analysis, decision-making and operational execution across military functions

      • Data is emerging as a strategic military asset

Future operational effectiveness depending on the ability to collect, integrate, secure and exploit data to generate actionable intelligence and support real-time decision-making

      • Intelligentised warfare is reshaping the character of conflict

The transition from mechanised and networked warfare towards intelligentised warfare, where information advantage, AI-enabled systems and autonomy play an increasingly important role

      • Autonomous systems are changing the economics and scale of warfare

Advances in AI-enabled autonomy, unmanned systems and collaborative swarms are expanding operational capabilities and creating new approaches to force employment

      • Human-machine teaming to be critical to future military effectiveness

As AI takes on a greater role in information processing and analysis, human operators increasingly focuses on judgement, oversight and mission command, making effective human-machine collaboration essential

      • Trusted digital foundations are essential for operationalising military AI

Realising the benefits of AI should require resilient digital infrastructure, trusted data ecosystems, interoperable architectures, secure software environments and robust governance mechanisms

      • Building sovereign AI capabilities is a strategic imperative for India

Strengthening indigenous AI capabilities, defence innovation ecosystems and institutional readiness to support defence modernisation and long-term strategic autonomy

The report presents a roadmap for harnessing AI to strengthen defence preparedness and position India for the evolving realities of the future battlefield.
