As India progresses towards its Viksit Bharat@2047 vision, the efficient management of natural resources is emerging as a critical determinant of long-term economic growth, urban resilience and industrial competitiveness. This thought leadership report,"Circular Economy as Growth Lever for Agrasar Bharat: Reimagining Water and Waste Economy," examines how India can transition from a traditional linear consumption model to a resource-efficient circular economy that maximises the value of water, wastewater, solid waste and secondary materials. The report argues that environmental infrastructure should no longer be viewed solely as a means of service delivery, but as an integrated resource system capable of generating economic value, improving sustainability and strengthening resource security.
The report highlights that rapid urbanisation, population growth, climate variability and expanding industries such as semiconductors, data centres, green hydrogen, advanced manufacturing and Global Capability Centres (GCCs) are significantly increasing demand for water, energy and raw materials. At the same time, India faces mounting resource constraints, including water scarcity, groundwater depletion, wastewater pollution, landfill pressures and rising waste generation. To address these challenges, the report advocates a circular economy framework that integrates water security, wastewater reuse, solid waste management, resource recovery and digital innovation into a unified strategy for sustainable development.
A major focus of the report is the transformation of India's water value chain, emphasising source sustainability, wastewater treatment, water reuse, non-revenue water reduction, energy-efficient infrastructure and digital technologies such as SCADA, IoT, Artificial Intelligence and predictive analytics. The report recommends creating viable markets for treated wastewater through pricing frameworks, industrial off-take agreements and reuse mandates that can convert wastewater from a disposal challenge into a valuable economic resource.
The publication also examines the evolution of solid waste management (SWM) in India, particularly following the introduction of the Solid Waste Management Rules, 2026. It explores opportunities in waste-to-energy, biomethanation, bio-CNG, material recovery facilities, refuse-derived fuel (RDF), landfill remediation and regional waste management clusters. The report emphasises that future success will depend not just on policy reforms but on strengthening institutional capacity, enhancing operational efficiency and attracting private investment through bankable project structures and innovative financing models.
Another key theme is Extended Producer Responsibility (EPR) and its role in building circular value chains across plastics, e-waste, construction and demolition waste, textiles and end-of-life tyres. The report identifies significant economic opportunities in critical mineral recovery, recycled materials, secondary resource markets and formalisation of recycling ecosystems. It highlights the need for digital traceability, quality standards, certification systems and procurement mandates to create robust secondary materials markets that can compete with virgin resources and drive circular industrial growth.
