He has been at the forefront of supporting NHS bodies in strategic initiatives as well as a robust approach to tax compliance. Steven has been at the forefront of supporting NHS Trusts in exploring alternative delivery models for the last 13 years, to ensure a tax filter is placed over strategic decision making. This ranges from key tax input to Trusts in respect of the New Hospital Programme, through to consideration of service provision around pathology, pharmacy, digital EPR or ERP, paediatric, respiratory, renal, theatres, and international healthcare services for NHS bodies. His work has secured ground breaking rulings on VAT and CT treatment that has proven critical the successful implementation strategic procurements or commercial ventures.
His robust holistic approach to tax support ensures each project is considered from tax in the round with a detailed understanding of the evolution of HM Treasuries guidance around the application of tax relief under the contracted-out services regime for public bodies underpinned with strong relationships with key stakeholders across the tax and health sector.
