      From reporting to realising: reclaiming the purpose of outcomes realisation offers an approach for rethinking how we define, measure, and realise value in ways that honour both technical rigour and cultural integrity, and present the Mauri Ora Impact Measurement Framework. Designed in collaboration between KPMG New Zealand and Te Rūnanga o Toa Rangatira, this framework provides an example of how to design, fund, and deliver social investment initiatives, particularly in contexts where Māori aspirations, relational accountability, and systems transformation intersect.

      Across Aotearoa iwi entities, Crown agencies, and social providers are navigating a system that rewards compliance over connection. Funding cycles demand performance. Performance demands metrics. And metrics demand simplification. Somewhere between the spreadsheet and the strategy, the lived realities of whānau - rich with nuance, whakapapa, and potential - risk being faded from view. 

      From Reporting to realising… explores concepts to give effect to mauri ora (a state of wellbeing) and layered theories of change that reflect the lived realities of whānau. And we introduce approaches such as KPMG’s Hinerauora (a kaupapa Māori-informed outcomes methodology), which challenge conventional metrics and invite a more relational, adaptive, and culturally grounded approach to outcomes realisation.
